Photo Geoffrey Till is the Professor of Maritime Studies at the Joint Services Command and Staff College and a member of the Defence Studies Department, part of the War Studies Group of King’s College, London, United Kingdom. In addition to many articles and chapters on various aspects of defense, he is the author of a number of books including: Air Power and the Royal Navy: 1914-1945: A Historical Survey (London, UK: Macdonald and Jane’s, 1979); Maritime Strategy and the Nuclear Age (2nd Ed., London, UK: Macmillan, 1984); Modern Sea Power (London, UK: Brassey’s, 1987); and, with Bryan Ranft, The Sea in Soviet Strategy (2nd Ed., London, UK: Macmillan, 1989). More recently, he has edited the following books: Coastal Forces (London, UK: Brassey’s, 1994); Sea Power: Theory and Practice (London, UK: Frank Cass, 1994); Seapower at the Millennium (Stroud, Gloucestershire, UK: Suttons Publishing, 2001); The Challenges of High Command: The British Experience, with Gary Sheffield (Houndmills, UK: Palgrave Macmillan, 2003); and with the aid of a research grant from the British Academy, he has completed a major study, Seapower: A Guide for the 21st Century (London, UK: Frank Cass, 2004); followed by The Development of British Naval Thinking (London, UK: Routledge, 2006). Forthcoming are On Naval Transformation (London, UK: Praeger, 2008) and a major study of the impact of globalization on naval development. Professor Till’s works have been translated into nine languages, and he regularly lectures at staff colleges and conferences around the world.

    With a shift in focus and priority from likely involvement in large-scale counterinsurgency operations, the limited likelihood of continental traditional warfighting operations, together with the onset of an era of budgetary austerity, the U.S. Army may need to give greater attention to its role in responding to the many nontraditional threats to the peace and security of the United States. Of these, the illicit trade in drugs ranks highly because of its massive effects on human, national, and international security.
