Colonel Coleen K. Martinez
Colonel Coleen K. Martinez is currently assigned as the Director of Medical Systems for the U.S. Army Medical Research and Materiel Command with duty at the Office of the Assistant Secretary of the Army for Acquisition, Logistics, and Technology in the Pentagon. She has held a variety of positions within both clinical and medical research environments, and has deployed in support of medical operations in Bosnia, Kuwait, and Iraq. She is Level III certified in Program Management through the Defense Acquisition University. Colonel Martinez was commissioned into the Medical Service Corps in 1981 as an ROTC Distinguished Military Graduate upon earning a Bachelor of Science degree in Medical Technology from Lake Superior State College. She is a graduate of the U.S. Army's Command and General Staff College and the U.S. Army War College, and holds a Master of Strategic Studies from the Army War College and a Ph.D. in Immunology from Virginia Commonwealth University.

The author examines why, despite devoting decades of research to developing countermeasures against biological agents, the Department of Defense has few products in its arsenal. She concludes that the military requires significant change in program structure and management to begin fielding protective drugs and vaccines for the warfighter efficiently.
