MICHAEL S. BELL, a Lieutenant Colonel in the U.S. Army, is a strategist in the Directorate of Strategic Plans and Policy, the Joint Staff. Prior to this assignment, he commanded the 1st Battalion, 8th Cavalry, and has served in a variety of assignments in Europe, Southwest Asia, and the Continental United States. A former assistant professor of American history at the U.S. Military Academy, he holds an M.A. from the University of Maryland, recently defended his doctoral dissertation on the strategic views and perspectives of Franklin D. Roosevelt, and will be awarded a Ph.D. in the summer of 2004.
