DANIEL MORAN, Ph.D. teaches in the Department of National Security Affairs at the Naval Postgraduate School. Previously he was a member of the School of Historical Studies at the Institute for Advanced Study and a Visiting Professor of Strategy at the U.S. Naval War College. Professor Moran is the author or editor of a number of works on the history of war and politics in Europe. Most recently, along with Peter Paret, he coedited an English edition of Car von Clausewitz’s Historical and Political Writings (Princeton, 1992).

Last April the Army War College held its Sixth Annual Strategy Conference. The theme of this year's Conference, "Strategy During the Lean Years: Learning From the Past and the Present," brought together scholars, serving and retired officers, and civilian defense officials from the United States, Canada, and the United Kingdom to discuss strategy formulation in times of penury from Tacitus to Force XXI.
