STEVEN M. JONES, a colonel in the U.S. Army, is the Director of the Individual Training Directorate at Headquarters, TRADOC. Before joining TRADOC, he served as a Joint Education Policy Planner on the Joint Staff and Associate Professor of Behavioral Sciences at the U.S. Military Academy. He has also served in the 1st Armored, 2nd Armored, and 4th Infantry Divisions and commanded a genderintegrated Basic Combat Training battalion. Colonel Jones’ previous publications include a review of Jeffrey McNally, “The Adult Development of Career Army Officers,” Assembly, January 1993; and “Leadership,” International Military & Defense Encyclopedia, with Kevin Donahue and Leonard Wong, Trevor N. Dupuy, ed., Washington, DC: Brassey’s, 1993. Colonel Jones is a 1981 graduate of the U.S. Military Academy and holds master’s degrees from the University of North Carolina in Social Psychology, the U.S. Army Command and General Staff College in Military Art and Science, and the U.S. Army War College in Strategic Studies. He is the 2003 recipient of the Army War College’s USMA William E. Simon Center for the Professional Military Ethic Writing Award for the monograph titled Improving Accountability for Effective Command Climate: A Strategic Imperative.

The Army Transformation process and endstate will entail a new cultural mindset. More than ever before, organizational (command) climate will become an increasingly significant prerequisite for unit effectiveness and combat readiness. Strategic remedies relating to unit climate assessment, leader development, performance appraisal, and accountability systems are proposed.
